Siena is one of the most fascinating city I've ever been. You can stop in Parking II Campo to get this amazing view of the city. And you can actually take bus from the bus or walk from the city center.

Read the reviews before going to this parking garage. As mentioned by many people, you need to pass the sign for the limited traffic area (go through the large archway) but you indeed do not enter the ZTL zone. Both the entrance and the exit are outside the ZTL zone.
